PNIF Kickoff Webinar

The Policy Network on Internet Fragmentation (PNIF) is kicking off its 2024 activities with a first webinar on 19 June!

Webinar: ‘Avoiding Internet fragmentation. Still a matter of concern in 2024?'

When the PNIF launched in 2022, it was strongly inspired by the UN Secretary General's call to address 'avoiding fragmentation of the Internet' in the Global Digital Compact (GDC). Two years later, with ongoing preparations for the GDC and the upcoming WSIS+20 discussions, the PNIF seeks to evaluate how this call is being followed up and how the PNIF platform and framework can be most effective in fostering holistic and inclusive discussions on fragmentation, thereby reflecting on and contributing to these critical dialogues.

Avoiding fragmentation: Options and tradeoffs in support of the interoperable global Internet

This session is co-organised by the Policy Network on Internet Fragmentation (PNIF) and the UK Department for Science, Innovation & Technology.

This session will highlight the work the PNIF has pursued to date to raise awareness about fragmentation, and open a dialogue with members of the RightsCon community to solicit their views. It will start from the foundation of the PNIF’s framework of different types of fragmentation, as well as draw on the upcoming webinars in order to continue the conversation on solutions to the issues of fragmentation. The majority of the session time will be dedicated to focusing on moderated audience participation.

The session will take place on Tuesday 6 June at 11:30 CST / 17:30 UTC for 60 minutes and a joining link will be available on the RightsCon website for registered participants.

  • The 'in-between' (eg where technical development tends towards or away from fragmentation of the user experience)

      • Input from the 1st webinar: The internet has never been not fragmented and varying levels of fragmentation are consistent with the development of the internet. However severe fragmentation that causes malfunctioning or breaking the internet is inconsistent with the ideal of an open interoperable internet that respects human rights and allows for critical access. 
      • questions: What are common principles or a common minimal denominator all stakeholders can and should agree about? 
    2. Achieving policy goals without interfering with the Internet's operability
      • Input from the 1st webinar:  Fragmentation can be caused by technical, governmental or commercial practices. There's a need for further and precise discussion about fragmentation, practices and what should or shouldn't be done, including a dialogue on how legitimate goals can be achieved without interfering with the internet's operability.
      • questions: What are examples of practices to achieve policy goals that are good alternatives to existing actives that risk to affect the interoperability of the internet?
    3. Role of multilateral and multistakeholder spaces, including the IGF
      • input from the 1st webinar:  Both multilateral and multistakeholder spaces are relevant and have their own role to play. That the narrative of fragmentation is becoming mainstream and its discourse interwoven with security and competition concerns is a worrying evolution that may impact multilateral cooperation and the multistakeholder model supporting the open interoperable internet.

We are living in a time when each and every aspect of our lives is going through digital transformation, from education and work to communication and entertainment. The COVID-19 pandemic has highlighted ‎the power and importance of digital technologies. While the physical distancing measures associated with ‎the pandemic have closed schools across the world, disrupted people’s ability to work and forced families ‎and friends to stay apart, the Internet has enabled many to continue their education and jobs and ‎maintain social interaction.‎

However, the increase in the use of online technologies prompted by COVID-19 has exacerbated many ‎digital policy-related issues and has starkly illustrated the widening gap between the connected and ‎unconnected. For example, it has highlighted the importance of issues related to online security and ‎safety, data protection and utilisation, as well as freedoms and rights on the Internet. Even before the ‎pandemic, there was broad recognition of the need to conquer the digital divide, particularly the gender ‎digital divide, as well as online segregation and discrimination of various marginalised groups. These ‎problems have been around ever since the Internet entered our lives, just over 50 years ago, and the ‎complexity and global nature of the issues require the involvement of multiple generations. The ‎youth of today will be tomorrow’s Internet leaders and experts. The sooner we start developing the capacity of today’s youth, the sooner we can start to make progress, across the generations, and create an Internet that benefits all. ‎

About this session
Building on the demand from young people, as well as on the outputs of the last year’s Global Youth Summit and related youth engagement opportunities, the IGF 2022 aims at creating a set of activities to connect youth from around the world among themselves, and also create opportunities for them to network with senior stakeholders, experts in Internet governance. As digital transformation was among the topics of interest to youth, the capacity development activities will also tackle specific issues nested under this broad theme.

As a follow-up to the first two capacity development workshops organised at EuroDIG and African IGF in which digital transformation was unpacked, this workshop will outline the opportunities and challenges the youth faces now and in a near future. The session will specifically focus on the role new and emerging tech such as AI has and could have on education and job markets.

The second workshop of the series of workshops 'Our Digital Future' will be hosted on 2 November at 12:30 UTC. The agenda will be announced soon.

This capacity development workshop series aims to bring together diverse stakeholders - including government representatives, such as permanent missions in Geneva, NGOs, international and ‎intergovernmental organizations, academic and research communities and civil society overall,  the private sector, technical communities and other relevant actors - ‎to share best practices and build capacity in developing countries on the digital transformation and ‎cybersecurity fronts. The participants will discover the prerequisites needed to ensure the ‎sustainability of best practices and the roles different actors can play in advancing national capacity on ‎digital transformation and cybersecurity.

In support of  

 Driven by the call in the UN Decade of Action to partner for the Sustainable Development ‎Goals (SDG), the workshop will support stakeholders by focusing on themes covered in Goal 9: Build resilient infrastructure, promote sustainable industrialization and foster innovation and ‎Goal 16: Promote just, peaceful and inclusive societies.‎

The workshops are open to everyone to participate. Stakeholders from developing countries are particularly invited to join and bring experiences from their communities. Given the ongoing coronavirus pandemic, the workshops will be hosted online, until protocols allow for physical attendance as an option.

This will be a roundtable exchange with experts from the IGF’s policy networks on meaningful access and the environment.
The overall discussion will start with a concrete visual introduction of issues and potentials on meaningful access and environment, followed by a clear outline of policy areas for further discussion.

Focus

For access to the Internet to make a meaningful contribution to improving people’s lives locally, for ‎strengthening national economies, and more broadly to achieving the Sustainable Development Goals ‎‎(SDGs), it has to be approached holistically. While access to infrastructure is critical, without this access ‎being inclusive, useful, sustainable and affordable, and linked to human capacity development and ‎relevant content that can make it so, it will not achieve its positive potential.‎
