Mr. Hongbing Chen

He is a career diplomat with long and rich experience in multilateral diplomacy.

He joined diplomatic service in 1998 when he received a Master 's degree in public international law and a Bachelor's degree in English literature at Foreign Affairs University of China. Most of his working time was spent in the Department of Treaty and Law at the Foreign Ministry of China. He worked on a wide range of legal topics such as law of sea, transboundary water law, international criminal law, territorial dispute settlement and so on. He has led Chinese delegation to attend a number of international conferences and fora. He was the spokesman of Chinese Embassy in Egypt between 2000 and 2004. Since May 2012, he has been serving Chinese Mission in Geneva as in the capacity of counsellor responsible for affairs related to ITU, WHO and other specialized agencies.

Proficiency in English and French languages, rich experience in treaty negotiations and good communicative and organizing skills make him a high-calibre professional diplomat.

He has strong enthusiasm for academic research and wrote extensively on international affairs and legal topics. He is a co-author of several books.

Married with a daughter.
