Juan Carlos Solines Moreno

A partner at Solines & Asociados Abogados, a full service law firm based in Ecuador, where his professional practice focuses on technology and telecommunications law, patents & intellectual property, e-commerce and entertainment law, he also advises clients in general corporate matters and foreign direct investment. Mr. Solines Moreno is currently a Professor of Technology & Law and Telecommunications Law at San Fransisco de Quito University (USFQ). He previously served as President of the National Telecommunication Commission (CONATEL), an agency that is also in charge of ICT policy in Ecuador and at this post, he was appointed by the Latin America and Caribbean countries as Coordinator for the Regional Plan for Information Society (eLAC 2007) at the WSIS Summit in Tunis (2005).
Before being appointed as the first Director of the National Digital Agenda in 2002, Mr. Solines Moreno worked for the Presidency of Ecuador as Undersecretary General for Public Administration (Deputy Chief of Staff), where he supervised operations of the executive branch and worked with the cabinet. He also served as Personal Assistant to the President of Ecuador and represented the country in several international forums, including all phases of WSIS and ITU conferences.
Mr. Solines Moreno was appointed by UN General Secretary Kofi Annan as a member of the Working Group on Internet Governance (WGIG) and he actively participates in regional and global forums on ICT, including Internet Governance Forum (IGF) where he was a speaker and panelist at the Athens and Rio de Janeiro meetings. He was also recently appointed by UN Secretary General Ban-Ki Moon as a member of the IGF Advisory Group. Mr. Solines Moreno is the founder and partner of Gobierno Digital, a consulting firm that provides advice to public and private sector clients on ICT applications, impact and opportunities in government. In 2009 he became a member of the Grand Jury and Regional Spokesperson for Latin America and the Caribbean for the World Summit Awards (WSA).
