    Policy Question(s)

    Defining universal and meaningful access: What are the key elements that constitute universal and meaningful Internet access? How can it be measured? How is the concept evolving in time and what does this evolution mean for policy?
    Challenges and solutions in regulating spectrum: What are the relevant regulatory issues that require attention when it comes to enabling broader access to spectrum in order to stimulate dissemination of affordable and quality access at the community level?

    Defining universal and meaningful access and findig solutions within the regulation spectrum is not only about access to the Internet itself. It does also involve the topic of innovative tools and the usage of artificial intelligence. This year, we therefore published our Publication: If AI, then feminist - Impulses from science and activism.
    Our aim is to develop new perspectives on artificial intelligence and algorithms in the face of intensifying technical and socio-political developments. This is, what we'd like to bring to the IGF.

    10. Reduced Inequalities


    Targets: Discrimination practices become consolidated, strengthened and structurally transmitted through the use of AI and ADM systems. Intersectional exclusion systems, based on the well-established social exclusion categories of gender and race, class, religion, disability and social class, are also incorporated without reflection or criticism. Our publication is based on this assumption. We aim for an international approach of regulating AI that updates inequalities, and jointly develop demands for AI that is used to REDUCE inequalities regarding the intersection of gender, race and class.

    Description:

    Sex robotics, drone use and voice assistants - all of these topics come under the umbrella of artificial intelligence (AI) and algorithms. But what exactly do AI and algorithms involve and how diverse are the actual perspectives on it? One thing is clear: technology in general and algorithmic methods in particular are completely inconceivable without reference to power and domination. For this very reason, such systems need to be critically analyzed, evaluated, and re-developed against the background of intersectional feminist perspectives and values. Therefore, we believe that the fundamental mathematical formula concerning algorithms should be: If AI, then feminist. In our Round Table, we would like to dive a little deeper into the topic of AI regulation. Together with our experts and participants, we will try to develop global requirements and demands for AI regulation. We want to initiate an inclusive discourse about opportunities and pitfalls of AI and the importance of clear rules and regulation.

    Expected Outcomes

    We aim at developing clear demands and requirements to address the topic of global AI regulation, this event will serve as a starting point for an international network dedicated towards the topic of critically thinking AI.

    We will start with short Impulses from our experts and then get into interaction with the audience. Within small groups (Deep Dive) we discuss the topic of global AI regulation and collect first ideas and promising approaches.Back in the Plenary, we share our thoughts and decide for further steps.
    We will care for people on-site as well as people online and will involve experienced facilitators and moderators to ensure this.
