    Cybersecurity practices and mechanisms: What are the good cybersecurity practices and international mechanisms that already exist? Where do those mechanisms fall short and what can be done to strengthen the security and to reinforce the trust?

    What are the good cybersecurity practices and international mechanisms that already exist? We want to share the knowledge we have build with the Anti-DDoS-Coalition, the challenges that lie in working together in a public-private coalition, the importance of national and international cooperation for good practices and mechanisms to fight DDoS

    Targets: Through the tutorial showing and sharing knowledge of the coalition partners working on the DDoS clearing house for Europe, in a European context with key outputs a DDoS clearing house cookbook, a dissector, fingerprint sharing. And sharing this knowledge through open standards. All reached by forming new partnerships and alliances national and international. There is partnership in the European CONCORDIA project for the Clearing House and with CENTRIC for information sharing and knowledge building.

    Description:

    In 2018 Dutch government, law enforcement, internet service providers, internet exchanges, universities, non-profit organisations and financial institutions joint forces in a public private initiative to investigate and combat DDoS from different perspectives. The aim of the coalition is to further improve the resilience of Dutch critical services by sharing expertise, experiences, and operational data on DDoS attacks.

    The members of the coalition share knowledge and collaborate in research projects. Additionally they develop products and services in order to defeat DDoS. In this way, the participating parties form a united front in the fight against DDoS.
    In this tutorial we will talk about the multi stakeholder progressive approach and the measurements taken in the public private cooperation in the Netherlands, unique to the world. We want to share our knowledge and results with other countries as an inspiration for a common approach and reach out to work together to make a more trustworthy, secure and stable internet. And give an insight on the supportive role of the government.
    The National Anti-DDoS-Coalition is a cooperation of AMS-IX, KPN, Police, SURF, De Nederlandse Bank, SIDN, National Cyber Security Centre, Dutch Payment Association, Logius (digital government service) Twente University, NL-ix, Tax Authorities, Radiocommunications Agency Netherlands, Stichting Digitale Infrastructuur Nederland, The Dutch National Internet Providers Management, VodafoneZiggo and VNO-NCW.

    Expected Outcomes

    Follow up from regional IGF discussion, on November 11th in the Netherlands.
    This session will be organized in conjunction with the Netherlands Internet Governance Forum (NL IGF) In preparation of this tutorial at the IGF, the NL IGF will be hosting a national IGF on November 11th, to further the national discussion of trust, security and stability.
    After the tutorial we are available for further information and support for countries and organisations to organise a similar coalition. From this we want to work together between countries in the fight against DDoS.

    The Tutorial will address questions and raise awareness and calls to reach out to the Dutch Anti-DDoS-Coalition for more information and support and knowledge sharing
