    - Celia Zolynski, law teacher at the university of Paris 1, will open the panel, describe the concept of data of general interest and the issues at stake - Nuria Oliver, director of research in data science at Vodafone, will explain how mobile data can bring value for public good and have positive social impact - Pierre Trudel, law teacher at the university of Montreal, will go into the legal issues, including data ownership and data privacy - Laurent Cytermann, judge at the Conseil d'Etat, will explore ways to put the concept of data of general interest into soft law of hard law - Valerie Peugeot will discuss the relation between this concept and the idea of data commons

    Data of general interest is an emerging topic. They can be defined as private data as private data whose opening is justified by a goal of public interest, like research, the information of citizens or the fostering of innovation. Health data, environment data or transports data are particularly concerned. Data of general interest has been signed into law in the French Digital Republic Act of 2016. It is currently being considered by the European Union as a way to extend the thrust for open data. The rise of artificial intelligence (AI) gives an increased momentum to this issue, since access to data is needed by researchers and startups to train the AI algorithms. This issue has been stressed by the report on AI of Cédric Villani, a French deputy and Fiels Medal laureate, which was submitted to Emmanul Macron in March 2018. The panel will allow to go through the economic, legal and societal issues related to this concept and to debate whether it should be written into law at national, European and worldwide level.

    To put it simply, the question is : should some private data be opened because there is a general interest to do so ? how to recognise such private date of general interest ? should the openness be mandated by a public authority ?
